Thanks for clarifying what the problem is. We do, for each release, test
installing over the top of the previous release, but may not have looked at
Add/Remove Programs on every occasion.
Anyway, I tested on Windows 7 and Windows 10. It looks like the problem only
occurs when overwriting installation of 2.1.0 or previous and not when
overwriting installation of 2.1.1 or later. I think it happened because in
2.1.1 we changed the instructions in the installer so that we wouldn't have
to manually change the Audacity version number in the installer file at each
release time. See:

I noticed when testing on Windows 7 that every other application I
overwrote-installed (such as Avidemux or 7-Zip) had the same problem of
leaving the old entry behind in Programs and Features. Those applications
did not leave their old entry behind on Windows 10. I think we could force
remove old Programs and Features entries for Audacity for the same install
path, but given the above behaviour on Windows 7 there seems a chance it
might be a lot of effort to get it working there.

1. Regarding my version of Audacity with the equalization problem, I

actually experiencing this problem on 2.1.2.
In 2.1.2 from http://audacityteam.org/download/windows you should not
experience the issue with Equalization where you could open the
effect, change the curve, apply the effect, then when you reopen the
effect the curve is flattened.
However in 2.1.2 saving user presets does not work. The curve you
saved as a preset will not be recalled if you reselect the preset. Use
"Save/Manage Curves..." to save curves and "Select Curve" to recall
saved curves.

features list on my computer, I see Audacity 2.1.0, installed on
11/6/2015. The next program on the list is Audacity 2.1.2, installed
on 5/11/2016.
Uninstalling
2.1.0 will actually remove 2.1.2.
I suggest you exit then uninstall all versions of Audacity, so there
are no Audacity versions listed in "Programs and Features". Then
install
2.1.2 from the link above.
If you also require to install an older version of Audacity, install
it into a different folder than where you installed 2.1.2.

of installing multiple versions of Audacity side by side instead of
one at a time. If you want multiple installations you should use
different folders for each installation.
If someone wants to test in 2.1.2 and can give accurate steps to
reproduce the problem, then it could be looked at.
